A driver was found slumped over the wheel with his vehicle in drive in the middle of Richmond Highway. First Sergeant J.T. Forman and Deputy W.J. Newton arrived to find the man asleep with open alcohol containers in the car. The suspect admitted to drinking at a retirement party and was charged with DUI and refusal to submit to testing. He was held on a $2,500 secured bond.
