A woman wanted on a capias warrant in Stafford County turned herself in at the Rappahannock Regional Jail but raised additional concerns when Deputy K.F. Shifflett observed signs of intoxication. It was determined that she had taken an unknown substance before arriving. In addition to her existing warrant, she was charged with public intoxication and held without bond.
