Deputy J.A. Kotvas assisted with a traffic stop after a witness reported a driver drinking vodka. A bottle of vodka was found inside the vehicle, and the driver, Owen Holt, 21, of Stafford, showed signs of intoxication. Holt was charged with DUI and drinking while operating a motor vehicle.
