A driver stopped for speeding was arrested after field sobriety tests indicated intoxication. Jawaan Allen, 39, of Midland, had a Solo cup filled with liquor and refused to provide a breath sample. He was charged with DUI, refusal, drinking while driving, and speeding. Allen was held on a secure bond.
