A vehicle traveling at 92 mph in a 65 zone on I-95 prompted a traffic stop. The driver, Jose Hernandez Garcia, 47, of Dumfries, exhibited signs of intoxication and refused a breath test. He was arrested for DUI, reckless driving, and refusal to submit to testing. Hernandez Garcia is being held without bond at the Rappahannock Regional Jail.
