Deputies responded to a report of a disabled vehicle creating a traffic hazard and found a man asleep in the driver’s seat. Upon awakening, the driver exhibited signs of intoxication. He refused sobriety testing and a breath sample. Leonard Rouse, Jr., 45, of Woodbridge, was charged with DUI, stopping on a highway, and refusal to provide a breath sample. He was released on an unsecured bond.
