Deputy A. J. Charoenthep observed a black Mercedes SUV driving southbound in the northbound lanes of Richmond Highway. The driver, identified as Banchealem Demssie, 37, of Takoma Park, MD, initially gave a false name and was found to be unlicensed. She displayed signs of drug impairment and refused a blood draw. Demssie was charged with DUI (drugs), refusal to submit to a blood draw, reckless driving, providing false ID to law enforcement, and a seatbelt violation. She was held without bond.
