Deputy Jenkins responded to a larceny complaint at the Wawa on South Gateway Drive after reports of shoplifting involving alcoholic beverages.
Authorities said the suspect displayed signs of intoxication, including slurred speech, glassy eyes, and an unsteady balance. Deputies also reportedly observed the suspect consume alcohol in public during the investigation.
Store surveillance footage allegedly showed the suspect selecting alcoholic beverages and leaving the store without paying.
Rashawn Lucas, 21, of Fredericksburg, was charged with public intoxication, two counts of shoplifting, and drinking alcohol in a public place. Lucas was held at Rappahannock Regional Jail until sober.
