Deputies located an intoxicated individual behind a business after receiving a report of a man lying on the ground. During the investigation, officers discovered the individual was wanted by Fredericksburg authorities. Yahya Garcia, 60, of East Orange, was charged with public intoxication and served on outstanding warrants before being held without bond.
