Deputies responded to a report of an unconscious driver behind the wheel of a vehicle. Investigators located drug paraphernalia outside the vehicle and observed signs of impairment. The driver admitted to drinking alcohol earlier in the day and failed to comply with testing requirements after arrest. Jamaine Baxter, 47, of Fredericksburg, was charged with driving under the influence, possession of a Schedule I or II controlled substance, driving on a revoked license, and refusal to test.
