FREDERICKSBURG, VA — A 38-year-old Spotsylvania man was arrested Sunday, October 18, after police say he drove recklessly through Fredericksburg’s City Dock area, partially submerged his vehicle in the Rappahannock River, and struck utility equipment while attempting to flee officers.
According to police, Officer Kungkagete first spotted a red Ford Mustang traveling at a high rate of speed in the 500 block of Sophia Street. The driver continued toward City Dock, where he began spinning the vehicle in tight circles, causing the tires to squeal.
Despite an officer’s commands to stop, the driver continued his reckless driving until the Mustang became partially submerged in the Rappahannock River.
As additional officers arrived, the driver managed to reverse the Mustang out of the water and attempted to leave the parking lot.
Police had positioned patrol vehicles to block the exit, but the driver attempted to maneuver around them. During the attempt, the Mustang became partially lodged between a utility pole and overhead utility lines.
The collision caused a temporary power outage along Caroline Street.
Police identified the driver as Richard Anderson, 38, of Spotsylvania. He was taken into custody and charged with felony eluding and driving under the influence (DUI).
Anderson was transported to the Rappahannock Regional Jail, where he was held without bond.
