A 68-year-old Stafford man was arrested after deputies responded to a reported larceny at the Wawa on Richmond Highway.
The Sheriff’s Office said the suspect selected multiple cartons of cigarettes and passed all points of sale without paying. Surveillance footage reportedly showed the suspect opening a cabinet in an employee area and removing the cartons.
When deputies contacted the suspect, they reported observing signs of impairment, including glassy eyes, slurred speech and an odor of alcohol.
Clarence Skinner, 68, of Stafford, was charged with petit larceny and public intoxication. He was held at the Rappahannock Regional Jail without bond.
