Two people were arrested after a vehicle reportedly left the roadway and entered a ditch near Poplar Road and Mountain View Road.
A Stafford County Sheriff’s deputy responding to the crash found that both the driver and passenger allegedly showed signs of impairment, including slurred speech, glassy eyes and an odor of alcohol.
Both were arrested following field sobriety testing. Authorities said a breath sample showed the driver’s blood alcohol content was above the legal limit.
The driver, Luis Alvarez Beltran, 45, of Stafford, was charged with driving under the influence. Passenger Andrea Phelps, 38, of Stafford, was charged with public intoxication.
