Custody Dispute Turns Urgent as Authorities Search for Four Young Children

Fredericksburg police are asking for the public’s help in locating four young children who were reported missing after a custody situation escalated earlier this week.

According to a news release issued April 10, officers were first called to the 900 block of William Street on April 6 for a welfare check. When they arrived, they found the children safe at the time—but the situation quickly became more complicated.

The children’s mother, Kierstan Randall, 28, was arrested on an outstanding warrant from Stafford County and taken to Rappahannock Regional Jail without bond. Before her arrest, she transferred custody of the children to another adult at the scene, and investigators confirmed they were then placed with their maternal grandmother.

That’s where the trail went cold.

Child Protective Services stepped in after receiving a report from a third party. When CPS tried to locate the children and their grandmother, Shirley Williamson, they were unable to find them. A court-approved removal order was issued on April 9, but repeated attempts to contact Williamson have failed.

At this point, authorities say the children are officially considered missing.

Investigators believe they may be in the Martinsburg, West Virginia area, but they have not been able to confirm that.

Police have now obtained warrants against Williamson, including:

  • Four counts of violating a court custody order by keeping the children outside Virginia
  • Four counts of causing acts that could render children delinquent

Officials emphasized that while the case is serious, it does not meet the criteria for a Virginia AMBER Alert or CODI Alert. That means investigators do not currently believe the children were abducted under immediate life-threatening circumstances—but they still need to be found quickly.

  • Meccah Randall, 2 years old
  • Prince Randall, 5 years old
  • Leah Winginton, 7 years old

All four children are described as having black hair and brown eyes. Their photos are included in the original release (see page 2 of the document).

Authorities say even small details could make a difference.
