Deputy S.M. Kotter found a male suspect napping in the grass near an intersection. The man, showing signs of heavy intoxication, insisted the CIA should be contacted and claimed arresting him would be a mistake. Despite his protests, he was arrested for public intoxication and held at Rappahannock Regional Jail.
