Deputy R. T. Philippsen located a hit-and-run suspect vehicle with damage consistent with a collision reported earlier on the 3000 block of Richmond Highway. The driver, 39-year-old Terry Yarborough Jr. of Stafford, was found with glassy, bloodshot eyes and was taken into custody. A search revealed suspected controlled substances. Yarborough faces several charges including DUI-related endangerment, hit and run, driving on a revoked license (3rd offense), possession of a controlled substance, and multiple vehicle code violations.
