Deputy Newman spotted a speeding Dodge Challenger, only to see a passenger standing up through the sunroof waving their arms. Upon stopping the vehicle, both occupants showed signs of intoxication and admitted to drinking Jim Beam and Coke. The driver was charged with DUI and speeding, while the passenger was charged with public intoxication. Both were held until sober at Rappahannock Regional Jail.
