DUI Arrest at Richmond Highway Smoke Shop

Location: 2149 Richmond Highway, Stafford VA
Time: February 21, 2026 at 9:30 a.m.

Deputy Jones responded to a report of a suspected intoxicated driver at the Crystal Smoke Shop on Richmond Highway.

The suspect showed signs of impairment, including bloodshot eyes and erratic speech, and became agitated during the investigation. After failing field sobriety testing, the suspect was arrested. At the jail, the suspect refused to provide a blood sample. During booking, pepper spray, rolling papers, and tobacco were found concealed on the suspect.

Judah Ball, 23, of Woodbridge, was charged with driving under the influence and driving while intoxicated. He was held at Rappahannock Regional Jail on a secured bond.

The passenger, Rabia Ghawider, 22, of Bristow, was arrested and charged with public intoxication.
