Deputy C. T. Richardson observed a vehicle making an illegal U-turn and driving erratically. The driver, Robert Bautista, 27, of Stafford, was found to be under the influence of drugs and refused to submit to a blood test. Bautista was arrested and charged with DUI (drugs), refusal to submit to testing, and failure to maintain lane. He was held on a secured bond.
