A routine traffic stop for erratic driving escalated when the driver, later identified as Sherrod Jeffery, 41, of Severn, Maryland, refused to exit the vehicle. First Sergeant B.U. Demirci and Deputy M.L. Frye conducted a high-risk stop. Once Jeffery was detained, suspected controlled substances were discovered in the jacket he had removed before exiting the car.
