Deputy A. G. Hart conducted a traffic stop on a white Nissan Rouge without plates. The driver, Moris Rosendo Dias Ulloa, 39, of Stafford, was found to have a revoked license due to a prior DUI and refused a breath test. Ulloa was charged with multiple DUI-related offenses and held on a $2000 secured bond.
