A man with plans to head to Washington, D.C., was instead taken to the Rappahannock Regional Jail after he was found wandering in the rain while drinking his eighth beer of the day. Deputy H.T. Wagner responded to the disturbance and encountered the individual with an open beer in hand. He was charged with public intoxication and held until sober.
