Man Arrested in Fredericksburg After Series of Indecent Exposure Incidents

A man with no fixed address is facing multiple charges in Fredericksburg after a disturbing string of indecent exposure incidents last Saturday.

According to police, it started around downtown on March 29. Witnesses described a Black male with a beard and longer hair riding a bicycle. Over a short stretch of time, he allegedly exposed himself in front of a group of Girl Scouts selling cookies, groped a restaurant worker, and was later seen masturbating in a public coffee shop.

One of the more troubling moments came when the man, now identified as 28-year-old Terrence Graham, reportedly exposed himself near the Girl Scouts’ table. A passerby stepped in, telling him to leave, and he rode off.

Not long after, Graham approached an employee at J. Brian’s Tap Room, asking if they needed help raising a flag. While helping, he allegedly grabbed the employee’s buttock. After being confronted, he again left the area—still on his bike.

Shortly after, police say the same man was seen inside a downtown coffee shop openly masturbating while seated next to two women.

Officers arrested Graham nearby. He’s now being held without bond and faces the following charges:

  • Indecent Exposure (VA Code 18.2-387)

  • Actual or Simulated Masturbation in Public (VA Code 18.2-387.1)

  • Sexual Battery (VA Code 18.2-67.4)

The Fredericksburg Police Department is urging anyone else who may have encountered Graham—or witnessed any similar behavior—to call them at 540-373-3122.
