Deputies responded to a report of a vehicle parked in a cul-de-sac with its lights on and the driver apparently asleep inside. The driver showed signs of intoxication, including glassy, bloodshot eyes and mumbling speech.
The driver refused field sobriety and breath testing, prompting a blood draw. Soufiane Radwane, 47, of Manassas, was charged with felony DUI, driving revoked, and driving revoked with multiple DUI convictions. He was held without bond.
