Stafford deputies encountered an unusual scene at the Clarion Inn Thursday afternoon: a man lying on the sidewalk with silver spray paint on his face.
Sergeant M.E. McCann responded to the call and found the man still “decorated” and intoxicated. He was arrested for public intoxication and held at Rappahannock Regional Jail until sober.
