A Stafford County deputy observed an individual drinking an alcoholic beverage in public near Worth Avenue and Onville Road.
The deputy initially advised the individual to return home, but later saw him walking toward Onville Road. During the subsequent contact, the individual reportedly had glassy eyes and an odor of alcohol on his breath.
Marcus-Robert Kellam, 37, of Stafford, was arrested and charged with public intoxication. He was held at Rappahannock Regional Jail until sober.
