Deputy C.A. Osborne encountered Dennis Sykes, 66, of Las Cruces, New Mexico, who was reportedly bumping into cars at the Wendy’s on Garrisonville Road. Sykes appeared heavily intoxicated, stumbling and reeking of alcohol. He was arrested for public intoxication and held at Rappahannock Regional Jail until sober.
