Deputy I. E. Baldi responded to a shoplifting complaint at the Target store on South Gateway Drive. Store loss prevention personnel reported a female suspect who had stolen merchandise and exited to a nearby vehicle parked close to the entrance. With a description of the vehicle, Deputy Baldi located it in the parking lot and made contact with the suspect, later identified as Jessica Harmon, 35, of Stafford. The stolen items were recovered, and Harmon was arrested and charged with shoplifting. She was held at the Rappahannock Regional Jail under a secured bond.
