Location: 15 Wyche Road, Stafford VA Time: October 3, 2026, 8:57 p.m.
Two drivers were arrested following a traffic stop on Wyche Road after Stafford County deputies observed vehicles being operated erratically.
First Sergeant Demirci initiated the traffic stop, and Deputy Ryan arrived to assist.
During the encounter, both drivers acknowledged having firearms inside their vehicles without concealed carry permits.
An investigation of one of the vehicles also revealed a device designed to conceal its rear license plate.
The first driver was identified as Jamar Fullwood, 21, of Woodbridge. Fullwood was charged with carrying a concealed weapon without a permit and released with a summons.
The second driver, Russell Waller Jr., 22, of Manassas, was charged with carrying a concealed weapon without a permit and improper mounting of a license plate.
Waller was also released with a summons.
Both firearms were collected and entered as evidence.
