Location: 24 South Gateway Drive, Stafford VA

Deputies responded to reports of a red Honda driving erratically near South Gateway Drive. An employee reported the driver smelled of alcohol and was carrying an open container.
An initial traffic stop was attempted, but the driver fled. A second attempt was made as the suspect sped into the Target parking lot in an effort to evade law enforcement. Deputies disabled the vehicle after making contact with it on the sidewalk.
The driver showed signs of impairment including slurred speech, a strong odor of alcohol, and unsteady balance. An empty alcohol bottle was found inside the vehicle. The suspect refused field sobriety, breath, and blood tests. A search warrant was obtained, and a blood sample was collected.
Jordan Parra, 28, of Woodbridge, was charged with driving under the influence, driving with a revoked license, eluding police, driving after forfeiting a license, expired rejection stickers, expired registration, improper display of plates, and drinking while operating a motor vehicle. Parra was held without bail at Rappahannock Regional Jail.
